USDA launches $41 million initiative to improve water quality for Western Lake Erie Basin

first_imgShare Facebook Twitter Google + LinkedIn Pinterest Agriculture Secretary Tom Vilsack announced that USDA’s Natural Resources Conservation Service (NRCS) will invest $41 million in a three-year initiative to support the work of farmers in Ohio, Michigan and Indiana to improve water quality in the Western Lake Erie Basin (WLEB). The initiative helps farmers and ranchers implement science-based conservation measures to reduce runoff from farms entering the region’s waterways.NRCS Chief Jason Weller unveiled the initiative at an event with partners and stakeholders from the region at Maumee Bay State Park in Toledo. This initiative will expand conservation and financial assistance opportunities available to WLEB farmers and ranchers who want to take additional steps to improve the quality of the water feeding the Lake. This funding is in addition to the $36 million the Agency has already planned to make available in the basin through the 2014 Farm Bill, for a combined three-year investment of $77 million to improve water quality and support sustainable production in the Basin.“The challenges that face Lake Erie require science-based solutions and a commitment from all partners to address the factors that impact water quality. The area’s farmers and ranchers have already made great strides in helping to reduce runoff, and with this new investment they will be able to do even more,” Vilsack said. “Farmers and landowners will be able to add conservation measures to about 870,000 acres in this critical watershed, effectively doubling the acres of conservation treatment that can be accomplished in the three years.”Since 2009, NRCS has invested about $73 million in technical and financial assistance to farmers in the Western Lake Erie Basin through Farm Bill Programs. The conservation improvements they have made through more than 2,000 conservation contracts now cover more than 580,000 acres. Farmers and landowners in the region have stepped up, and with their help the conservation practices these funds supported reduced annual nutrient and sediment losses by an estimated 7 million pounds of nitrogen, 1.2 million pounds of phosphorous, and 488,000 tons of sediment between 2009 and 2014. These savings have resulted in cleaner water leaving farmlands in the Basin.NRCS also today released a new report through its Conservation Effects Assessment Project (CEAP) that evaluates the impacts of voluntary conservation in the WLEB and conservation treatment needs. The report, based on farmer survey data in the WLEB, shows voluntary conservation is making significant headway in reducing nutrient and sediment loss from farms, but there is opportunity to improve conservation management across the basin and no single conservation solution will meet the needs of each field and farm.According to the report, this initiative will help landowners reduce phosphorus runoff from farms by more than 640,000 pounds each year and reduce sediment loss by over 260,000 tons over the course of the three-year investment.“Throughout the basin, comprehensive field-scale conservation planning and conservation systems are needed to accommodate different treatment needs while maintaining productivity,” said Chief Weller. “While voluntary conservation is making a difference in the basin, the CEAP evaluation tells us that there are still gains that can be made through an emphasis on practices like precision agriculture.”The WLEB Initiative is one of the key results of a series of partner workshops NRCS held in fall 2015 to develop recommendations for accelerating conservation in the Basin. The initiative further sharpens the focus of NRCS investments and helps increase the impact of ongoing work by conservation groups and state and local governments. This partnership will work with data from the CEAP Report and other sources along with the recommendations of farmers and other conservation partners to match the right conservation solution to the unique qualities of each field to maximize the impact of each dollar invested.Since 2009, USDA has invested more than $29 billion to help producers make conservation improvements, working with as many as 500,000 farmers, ranchers and landowners to protect over 400 million acres nationwide, boosting soil and air quality, cleaning and conserving water and enhancing wildlife habitat. South America: Mr. Trump, we haven’t devaluated our currency on purpose

He would do that because, according to his tweet, the two South American countries “have been presiding over a massive devaluation of their currencies”, which is “not good” for American farmers.He is right. The devaluation of the Brazilian real and the Argentine peso really is a bummer for American farmers. It makes producers in those countries happy with the price received for the products they ship, and that spurs farmer selling. At the same time, prices in U.S. dollars paid by importers don’t necessarily climb – sometimes they even fall, making South American exports more competitive when compared to products shipped by the United States.A metric ton of Brazilian soybeans priced at $350 FOB Santos, for example, equals to BRL1,050 when the Brazilian real is at BRL3 to the dollar. The same $350 becomes BRL1,400 when a swing to BRL4 occurs. Even with an unchanged price in U.S. dollars, Brazil receives 33 percent more for its soybeans just because of currency devaluation.Since the beginning of 2019, the Brazilian real lost 7 percent of its value against the U.S. dollar. In late November, it hit a fresh new low at BRL4.27 per dollar. In Argentina, the devaluation reached 62 percent in the same period and now the peso is around ARG58 to the dollar. And why did that happen? Have Brazil and Argentina’s governments devaluated their currencies on purpose, as President Trump suggested with his tweet?In this particular case, Mr. Trump is wrong. Neither Brazil nor Argentina has done anything to artificially weaken their currencies. We are not that competent. But thank you anyway for overestimating us, sir.In Argentina, a serious economic crisis and a political swing that resulted in the election of center-leftist Alberto Fernandez to the presidency of the country, after four years of conservative incumbent Mauricio Macri, are the main reasons behind the massive devaluation seen in 2019, since foreign investors believe that Fernandez will not be able (or will not be willing) to conduct any kind of market-friendly reforms to the economy.The currency devaluation has helped Argentina’s agricultural exports, which are also buoyed by fears that the new president (whose vice-president is former president Cristina de Kirchner, farmers’ worst nightmare) will raise export taxes for soybeans, corn and wheat as soon as he takes office this Tuesday, Dec 10. But, despite giving a hand to Argentina’s exports, a very weak currency is not exactly a good thing to an economy which has been in such a fragile position. So, no, Argentina has not intentionally devaluated its peso.And what about Brazil? After the election in late 2018 of President Jair Bolsonaro, recently described by The Wall Street Journal as a “rainmaker” for the economy, odds were that the Brazilian real would get stronger. This year, however, a series of factors that include lower interest rates (to stimulate business and create jobs), an overall strength of the U.S. dollar against other currencies such as the euro, the effects of the trade war between the United States and China, the economic crisis in Argentina and political unrest in some other South American countries, contributed to the devaluation of the Brazilian real.The weaker real has helped Brazilian agricultural exports. But the country’s exports are in good shape this year mainly because of the trade war (which makes China buy more Brazilian soybeans) and the fear that the United States would have a crop failure after a way too rainy planting season – which made traditional importers such as Japan, Korea and Vietnam buy Brazilian corn.Brazil is not likely to retaliate the United States if President Trump really goes ahead with the threat of raising tariffs on steel and aluminum exported by Brazil. That would be a setback for the sector, since the United States is the main destination of Brazilian steel. But targeting the metal sector would not have any effect on Brazilian agricultural exports and would not have any compensatory effects for the American farmer. What farmers in the United States, Brazil and Argentina need is a healthy trade environment that allows them to export their products as fair competitors and, above all, as allies in the mission of feeding the world.last_img read more

CWG probe: CVC asks for reports by month-end

first_imgThe Central Vigilance Commission (CVC), probing alleged financial irregularities in construction and procurement works related to the Commonwealth Games, has directed all agencies concerned to submit their reports by the month-end.Official sources said a reminder has recently been issued to Central Public Works Department (CPWD), Municipal Corporation of Delhi (MCD), Delhi Development Authority (DDA) and Public Works Department (PWD) in this regard.The move came after Central Vigilance Commissioner P J Thomas objected to the “lackadaisical approach” and continuous delay by agencies in submitting replies to the queries raised by the anti-corruption watchdog, they said.”We have issued reminders to all the agencies and directed them to submit replies. They have been told to give point-wise answers to our queries by the end of October,” a senior CVC official said.He said, based on their replies, the CVC will give its findings or final report to a committee formed by Prime Minister Manmohan Singh headed by former Comptroller and Auditor General (CAG) of India V K Shungloo.”All the Chief Vigilance Officers (CVOs) in the concerned organisations have been asked specifically to pursue the matter,” the officer said.An analysis by Chief Technical Examination Wing of CVC has found alleged financial and administrative irregularities in 16 construction and procurement projects.Six of them are being done by PWD, three by MCD, two each by CPWD, DDA, NDMC and one by RITES, a Government of India Enterprise, the CVC report said.According to the report, “Almost all the organisations executing works for Commonwealth Games have considered inadmissible factors to jack-up the reasonable price to justify award of work at quoted rates citing urgent or emergent circumstances.”advertisementThe CVC has written a letter of complaint to CBI asking for a probe into alleged criminal conspiracy by unknown MCD officials in granting work for upgradation of street lighting in the national capital.Meanwhile, the agency has also asked the CWG Organising Committee and the Sports Ministry to keep a sample of each items of the equipment and props hired from foreign suppliers for the Games venues ready for its inspection.last_img read more
